A small agenda awaits Duluth City Coucilors at their meeting tonight.  Among the issues to be voted on is the rezoning of some land at Pecan Avenue and the Rice Lake Road for a mental health facility for teens.  There will be first reading of a proposal from Councilor Jim Stauber that would require rental properties to remove snowfall from offstreet parking spaces within 72 hours of a snow event.  Discussion and voting on that measure would not occur until the February 22nd meeting.
